I flew Air China this year (2000) and I found them punctual and professional. Both flights were on time and the staff were just like those on any other airline. In fact, I would go so far as to say they were better. A steward or stewardess was constantly patrolling the aisles and attended to your every need. The only criticism I would have of this airline was that they weren't very forthcoming with refreshments. In between meals, there was only water offered for drinking which I wasn't very impressed with. Also, I had a vegetarian meal and it was really bad. Next time, I will opt for the standard meal and pick off the meat.
