Borovets is a great place to ski and you don't have to spend a fortune to go. We went two years ago and it cost just £590 for the two of us. This included ski and boot hire and liftpasses, plus lessons for me (I still feel better with an instructor!).
We stayed in four star accomodation in the RilaHotel. Its not what you would expect in a four start here but it was clean and there was plenty to eat, especially pasta, cheese and yoghurt. We stayed half board for this price too but I never quite felt that the Bulgarians had got the hang of cooking English style. There was a brave attempt at roast beef (too tough to chew) and I think there was a Yorkshire pudding with it. (At least I assume that was what it was!)
There wasn't a lot to do in the evening but there was usually a cafe or bar with something happening if you took the time to find out.
There was plenty of snow when we were there but we were told that in some years they have to bring a machine in and make some snow for the lower learners runs.
Borovets is a quiet place and the people were very friendly. I felt very wealthy as well when Ichanged my sterling into hundreds of thousands of lev (the local currency). A cup of coffee was 20 lev and a brandy about 30 lev. An omelette, chips ans salad at lunchtime cost around 1800 lev. We were getting an exchange rate that increased all the time, from hour to hour but on average it was about 2100lev to the £1. (While we were there the currency was devalued but it made no difference as the exchange rate still climbed the next day.
Go to Borovets and you will bring money home. It was very hard to get rid of it!

Advantages: brilliant skiing, alpine village prettiness,great English speaking ski school, Close to Italy and other resorts. Disadvantages: Not to great for veggies and nightlife fairly low key.
