My partner and I visited Manchester in November 2008. We got a good deal on a room at the Britannia through priceline.co.uk - £180 for 3 nights in a superior suite. I noted on the booking that we would like a four-poster suite if possible, and we arrived to find we had one.
As noted by other reviewers, the reception staff were not particularly friendly. We didn't have long to wait though and we were soon checked in. There was no problem with my partner wanting to pay using his credit card, rather than mine which we had used to book the room.
The hotel foyer is very impressive with the huge chandelier and grand staircase. Unfortunately only one of the two small lifts was working (very slowly) so we got very used to climbing the three flights of stairs to our floor. Good exercise at least.
The room was very nice, and generally clean, although one desk seat was very dusty and one had clearly been sat on by someone with no clothes on! The size and layout of the room was impressive for the price we had paid.
The bathroom was also clean, but the taps didn't seem to be fixed properly to the sink and moved every time they were turned on. Otherwise everything seemed to work fine.
The TV had some freeview channels, but only a limited choice, and due to its position it was not easy to watch from the bed.
We booked room only so I can't comment on the breakfast. We did visit the bar one evening, but found that to be nothing special and tables were not very clean despite being virtually empty. We also visited the downstairs pizzarestaurant. The staff in there were very helpful, even suggesting that side orders might be a bit much with the large portions of the main meals (and they were right), and the food was nice.
The room was quite hot, even without the heater on, and unfortunately with the room being at the front of the hotel it was quite difficult to sleep with the window open, due to traffic noise.
If you order a four-poster suite, be aware that the bed is only a double size (4' 6"). I believe the normal beds are supposed to be larger.
I think the hotel has undergone major refurbishment since some of the other reviewers stayed there. The room we had was certainly fine and much larger than a Travelodge one for not much more money.
Overall, if you are looking for a budget hotel and don't expect a five star experience in what is, after all, just a 3-star city hotel, you shouldn't be too disappointed.
