Luxembourg city is like any other city: its noisy, busy and expensive. It is also very difficult and expensive to park so find means of getting there other than driving if you can. It has a wide range of shops (if you can afford them).
The people range from being very friendly and helpful to a bit rude (but I suppose thats like anywhere). I went into one quite touristy shop to be served by a woman who eats tourists for breakfast. She told me off for daring to pick up a souvenir mug. Mind you, it was around the time of Euro2000 so I don't blame her for being a bit wary of English tourists.
Other than that, there isn't much to say. If you want shopping and city life go to the capital, but if you want to see the real Luxembourg, avoid the city and travel out into the countryside and smaller towns.
