Often when I travel abroad it is not just a case of going by taxi to an office. Often I have to visit a few customers or technical centres or sales offices of various companies. It is not cost effective or particularly efficient to do this by taxi so I often hire a car. My company nowadays tends to use Europcar.
On a couple of recent visits to Milan and to Brussels I have used Europcar again. As there is usually just myself or at most one colleague a small car will do but nothing too small. For my last 2 visits I have had a Vauxhall Astra (which I did not like as a car) and a Citroen Xsara (which I did like). On both occasions the car was ready as soon as I arrived and having prebooked through my company it was a simple signature, a check of my driving licence and off to the car parking area.
I was particularly impressed by the cars at Brussels. As each car was returned it was getting a very thorough cleaning. The evidence of this was there in the car too which was spotless. It was not quite as good at Milan but still quite satisfactory. The car should be fully fuelled but was not at Milan. This was noted on the documents but I will wait to see the final account before knowing they have not charged me for fuel I did not use. Again at Brussels this was all correct.
The staff at Europcar are always very friendly. I have used Hertz in the past and found the Hertz service to be inferior to that of Europcar. The csost are reasonable good at about £50-60 for the 2 days at both places plus insurance. We tend to fully insure our cars to avoid any possible problems. Costs here can mount though and can add 50% to the hire cost if you do include every last element of waiver.
In conclusion for service, cost and efficiency Europcar are very good.

Advantages: cheap - but I would rather pay a bit more and avoid all the hassle Disadvantages: contrasting communication, no customer service, bad at handling problems
