Booking online I always thought was the easy option, no waiting (on hold or in a queue) and you can dither as much as you like but that does in seem to be the case with the hertz web site. The site is as you might expect options for special offers etc. But it is Rates & Reservations we are interested in as we came here to book a car and part of Rates & Reservations will shop for best rate.
The first page you get is when do you want the car and which country are you in and country you want to hire the car in, seem pretty good so far. Then the location (from a drop down menu) and finally the type of car you want, another drop down menu, group A car is the top, group B is the second, it does not say this but I know from speaking to customer service (handy when comparing to other hire companies)
Then you find the costs, it is here that my problems since I wanted to change my pick up and drop off times to see if it was cheaper and I had to go back to the first screen and change the details but then had to renter all the detail after that again. Making it a very time consuming operation as I had a few revisions.
But in the end I found hertz to be the cheapest (last time it was AVIS who were cheaper) so in the end it was worthwhile. But a little thought and/or some use of cookie would make this a much better site and so much easier to use.

For me, cost is not the primary consideration when renting a car. What appeals to me most is the reputation of the car company regarding the services it provides and the considerations they give to their clients. Nevertheless, keep on driving out there... Alex
