I often find myself using Hertz rental cars for work and have found that the quality of service differs greatly according to the location from which you rent. My local office (small) are courteous and helpful, with cars well presented and brought straight to you. On the other hand, renting from airport locations is a thoroughly unpleasant experience! I have waited up to 30 minutes at peak times at Heathrow for their courtesy couch, then another 20 minutes in the queue to be served. Still, the cars are OK, once you locate them in the vast carpark. As it is a business rental, I cannot comment on the value for money. They may not have the friendliest staff in the world, but how happy would you be working next to the main runway at Heathrow? I shouldn't complain, though, they didn't turn a hair when I returned a car considerably more scratched than I found it, and I didn't receive any of the expected hassle! If you are going to rent frequently, join the #1 Gold club, its free and they will remember your preferences. Best of all, at larger locations, you car will be waiting, right at the door, with all paperwork complete and ready to go. Bliss...
