Birminghams' Jewllery Quarter is advertised as being something of a tourist attraction, and is certainly a good place to shop for sparkly shiny things.
This area of the town is some distance from the centre, there are buses out to it, or else you can walk, but beware of following the signs directing the traffic as they are less than direct and you can take better routes on foot - check the street maps. Having never been into the area by car, I can give little advice save to say that traffic in Birmingham is even heavier now that they are re building bits of it so I would recomend using public transport as it's much easier to get about. The Jewllery quarter is spread out over quite a few streets - it's no a single coherrent place, it isn't like a mall, so expect to have to walk around a lot and to have to cross failry busy roads - well worth bearing in mind if you are thinking of taking small children or other less mobile persons.
The bulk of the Jewllery Quarter consists of jewlery shops, ranging from small second hand places to large and costly boutiques. You can usually get a fair sense of the various types from the outside.
I went to the Jewllery quarter early in the year, looking for suitable wedding rings. I trapsed from shop to shop, looking for white gold bands, as this was what I had set my heart on. We eventually found suitable rings, but my partner could not get one to fit - the shop in question said they could resize the ring and we could pick it up on the following day. They did, and the rings are perfect. One distinct advantage of shopping in the jewlery quarter is that most shops have a metalworker or similar who can adapt the jewllery to suit your needs. Some will also custom build pieces for you, if you can afford it.
You can spend as much or as little as you like - I saw nice rings for ten, fifteen pounds, but ended up spending a lot more to get something new that was what I wanted.
You should allow a few hours to look round, largely because you will have to do a fair amount of walking. It is well worth a visit if you happen to be in Birmingham. I'm not sure about it as a tourist attraction - I suppose if you are in to window shopping that wandering from shop to shop could be fun, although my expreinece suggested that most shops were not keen to welcome browsers and that staff will soon start asking if they can help you, with a view to getting you to buy something.
