It's off the main street so it's not too noisy at night, in an area that seems to have a large number of Turkish residents and restaurants. Back on the main road, however, are a wide variety of bars, clubs and restaurants to take your pick from - we would definately recommend La Criee on Boulevard Bonne ... ...is a pretty accurate reflection of the rooms:
(Beware if doing an internet search that you don't get this hotel confused with the Hotel Regina on Place de les pyramides (opposite the Louvre) which is a rather posh 4 * hotel!!)

11 BIS RUE DE MAZAGRAN , Paris
This Hotel is rated as 3* according to the 2004 review. However, having stayed in Paris many times, we were well aware when we booked that the number of stars advertised by a hotel often doesn't mean a lot. Never take En Suite for granted, for instance, is rule number 1 when staying on the continent (we've learnt the hard way!!) However, this hotel definately deserved its 3 stars, and would fit the bill of a 3 star hotel in the UK.
We stayed at the Regina Opera for 2 nights in February 2004. The hotel is located in the 10th Arrondissement in an easily accessible location. It's off the main street so it's not too noisy at night, in an area that seems to have a large number of Turkish residents and restaurants. Back on the main road, however, are a wide variety of bars, clubs and restaurants to take your pick from - we would definately recommend La Criee on Boulevard Bonne Nouvelle - an excellent seafood restaurant about 2 minutes walk from the hotel which is great value for money (they do set menus for 15 or 18 euros which offer plenty of choice).
There are 2 Metro stops approximately 2 minutes away on foot - Strasbourg St Denis & Bonne Nouvelle, so whilst it's not in the prettiest or most popular area of paris, all of the tourist sites are easily accessible.
The building itself is traditional but the interior has recently been refurbished (November 2003). Although the decoration has obviously been done on a budget, it is clean, bright and effective, and once inside the corridoors and rooms, the hotel actually has a smart, modern motel feel, rather than a traditional French hotel. One of our fellow guests even compared it to an upmarket Travelodge! Some might feel that this is a disadvantage, but surely when you're in a city like Paris, anything more than a clean, airy, decent sized room with a good shower is unnecessary as you spend a minimal amount of time actually in your room!
The hotel doesn't have a bar, which is a disappointment, but many smaller Parisian hotels don't. Breakfasts are the usual continental affair, but with plenty of choice of pastries, cereals, yoghurts and fruit salad. The staff are really friendly too, and couldn't have been more helpful. They allowed us to check in early, provided us with fresh towels and linen every day and were even forthcoming with recommendations of places to visit and restaurants to try!
For the price (approx 110 euros for a double room & breakfast on the door, but shop around on the net and you can get this for as little as 70), this hotel is great value and I wouldn't hesitate to recommend it to anyone wanting a relatively cheap but clean and friendly base for a weekend break in a great city.
