First thing to say is that Rinku or Izumisano is the area on the shore opposite the man-made island where Kansai Airport was built. This is ANA's main hotel for Kansai Airport and has easy access to the airport and Osaka by JR or Nankai trains. A railway station (not served by the fastest trains) is near the base of the hotel. The hotel is indeed a very tall tower - the tallest building in the area and has excellent views (if your room faces the right way) over Osaka bay, the long bridge to the airport and the airport itself.
It is a very comfortable but bland modern hotel with comfortable, air-conditioned and well sound proofed rooms.
