Very cold in winter

Advantages:

I was in Vladivostok in March 1999 and when i arrived spring was on its way, when i left it had gone back to winter. It was VERY cold for me, about 20 F and the snow was about 2 feet deep. Of course it is worse in mid-winter but I had gone in Spring or so I thought. Public transport is very cheap and in some cases free and quite efficient. There are dachas right up to the edge of the city and I could see people pulling sledges full of firewood. It ...
...very low but cost of living is low. These days there are many cars, Korean buses even with right hand drive on roads made for left hand drive. I learned that the Koreans like the japanese drive on the left! So, despite the cold I had a lovely interesting time. ...
